A partner network is the local network your plan connects through in that country, the same one locals use. MTN Travel eSIM doesn't run its own towers anywhere. Like every eSIM company, it works with local networks. A partner network listed for your country is the one you'll be using there.
This is how every eSIM company works. It isn't a workaround or a lesser tier of service. In many countries more than one partner accepts your plan. Your phone picks the strongest signal where you stand. That's why the name in your status bar can change between visits. It's also why we don't promise which network you'll land on.
